Is it because there is actually negligible involvement of souls in reincarnation (in this series, a person and their soul are not the same, like it can be taken away and the person will still retain their memories, so...)? Or because the person we see is not Hwal at all (I personally think this is impossible for in the end we see a familiar expression on his face, just like reincarnated Sang Un's) but someone who happens to look like him? Or because the person is Hwal with a soul and has a vague remembrance of his life as a Bulgasal?

I personally think that initially, seo yeon's mother was at first not supposed to die in the 1999 timeline, therefore we could see her with seo yeon. But since 2019 yeong sook had already warned 1999 yeong sook, that changes and therefore she is able to kill seo yeon's mom. As for 1999 seo yeon, I think she managed to escape from yeong sook but ended up being chased after for 20 years but unfortunately is captured. Judging from yeong sook's character, she wouldn't have let seo yeon live for she could testify against yeong sook. And all these years, maybe so as to maintain a low profile, seo yeon never registers an official complaint to a police station.
