Actually I would say the character development is extremely evident (especially in the last episode).
Gyuri starts off as extremely selfish, almost stealing Jisoo's money even though she isn't in a tight financial situation like he is. However in the last episode she doesn't leave Jisoo even though he tells her to, and instead risks her own life to help him.
Jisoo starts off as the more likeable of the two, clearly just struggling to make money through any means so he can eventually live a normal life. As the show develops you can see the more selfish sides of him come out, with the climax being him leaving Minhee to die without calling an ambulance.
It's just not the standard or "pretty" character development. Both are not exactly going from immoral to moral, more like one morally grey area to another morally grey area.
Guys ... crazy theory but I think it's the 4th band member who was "in the hospital the whole time". His responses when people were questioning him were really vague, even under the context of him protecting one of his band mates. Like who's side are you on? Answer is no ones

Well to be fair JH has said she wanted to be Miss Korea since the start so it's not random.
I feel like the ending is going to be - YR and JP endgame, - JH wins Miss Korea and doesn't end up with anyone (but with an open ending with JH and YRs brother), - JH breaks free of the crazy mum and finally finds the family she's always wanted with YR - Happy ending for everyone (except for Jeong Hyeon rip honestly a better choice than JP)

I mean that's the difficult part. Halloween at Itaewon isn't an established or organised party AKA there is no 'organiser'. It's more like an unofficial gathering of different cultures and young people living in Korea who wish to celebrate Halloween (as Halloween is just an adopted event from America and not an actual celebration in SK). Yes - someone should have realised this growing trend and realised something bad might happen but it isn't as black and white as it seems.

I hope they keep this current season with just Spring and Summer and make a second with Autumn and Winter! That way we'll get a remake for Winter as well (since the webtoon isn't out yet)
