He was not drunk (wasted) but he wasn't completely sober either. He got caught up in the moment, alcohol uninhibited him enough to spill his feelings and kiss her.

I'm not sure how to interpret Jang Uk's words to Bu-Yeon at the end of Ep 4 after he returned from the soul shifters'…
The way I interpreted it, he couldn't cry because he felt guilty for wanting to move on. He followed Park Jin's advice, went to the cliff to assess his feelings, and found out he still wanted to live. That's why he cries only when he sees Yeong because she's why he still wants to live. He's drunk so he addresses her as if she's Naksu. If Uk were sober he would not let his feelings show like that.
