I do not think he is homophobic. The ML doesn't bother anyone except those who he thinks potentially can "hurt" the FL. For example in whatever episode there is, Jung heard Euntaek ever came to Seol's house to eat burgers, just the two of them. ML doesn't seem to be jealous, showing normal expression because he knows Euntaek is her friend and won't hurt her. So when assistant Heo took it all out on Seol while he was upset, Jung seize every little opportunity so that he could feel the excruciating pain. Let's not forget assitant Heo wrong doings in the past and the fact that Jung has psychological disorder. So of course Jung was very upset. I'm not saying Jung isn't 100% a bad person. He didn't say much about their homosexuality and took advantage of it for them to stay away from Seol. I'm bad at explaining but I hope you can understand my point is :)
