It is kind of understandable. They tends to have prejudice against older woman/younger man drama. It is especially true where the ML has large idol type fan base.
As I have told, one of the prime example is 'My fated Boy'. Beautiful drama of similar theme. Let's not talk about rating in china, the FL even got death threat in real life.
I was really surprised to see the rating for fall so much. Then I read through the comments only to find it's 'My fated Boy' story all over again.
For all those blind idiots, just read through the tags. It's first tag is Older woman/ Younger Man. If you had watched the trailer you would have known what it is about. And when the drama was shot, the leads matched their respective ages. So, have a minimum level of maturity before you curse out any of the actors. They are doing perfectly fine job portraying their characters.
When watching any drama just remember that they are actor/actress portraying roles. And I repeat they are not sugar daddy/cougar who are taking your potential imaginary life partner off the marriage market.
And, remember if you feel that it only means they are doing such a good job in portraying their role that they are making you forget how to differentiate between reality and acting.

I don't know how much they cut off other than the bed scenes and kiss scenes. But almost all drama and movie (national and international) have go through this process, unless it's a propaganda piece.

It is mainly done by NRTA and CFA. There can be more organization, but all of them under the publicity department of CCP. Also there can be city wise and state wise sponsorship.
It is not like they show different versions in different cities and states, instead, the authorities of the state/cities have some kind of censorship authority over the drama/film filmed in their region. But above all else, there is the publicity department.
I don't really understand, what really happened, but most of the news came out via Cdrama youtuber (Marcus here, avenueX) stated that the trailer had garnered almost 21 million view in first 24 hours and that somehow made the authority 'jealous'. hence the start of year and half long delay.
The truth: The rating is too low for such a beautiful drama.
And I can understand the reason behind it. There are two type of people who gave low score.
Type no.1: Those who had seen too many dog sh*t angsty drama. They have forgotten what a innocent non-toxic love (Without misunderstanding) looks like. For comparison, the lead chemistry was as healthy as you can find in 'Perfect and casual'.
Type no. 2: Singles like me who can't stomach so much dog food (display of love).
P.S. After my Calorie boy's (Another recommended drama) little to none display of happy ending, we needed such a picture perfect weeding ending.

The only thing I hate about this drama is that it made us wait for so long, yet gave us only 4 episodes on the first day. It should have released 10 episodes on the first day.

However, the kissing scenes news came out recently. So if they really needed to cut those scenes out, I don't think they would edit it well enough.
I can only hope those scenes don't become choppy.
