i think this point in time she is already overwhelmed with the sole responsibility to have to change the the world that she doesnt have the mind space nor time to "fall in love with him", see when he fights back for revenge he will eventually lead to destruction of the world, so even when she sympathizes with him she cant be easy on him [there is always a dillema in her mind and bai lu portrays it very well], like the fox demon. i think she will start having more compassion as the show progresses, i mean it has 40 eps character development has to start somewhere.

the thing is, if she does not be harsh, the future will for sure be that, she is sent to change the past to make a better future. Every single step towards the evil side he takes digs a bigger hole for himself, you cant look at someone the same if you see their true potential. I agree everyone do punish ml for just existing but for the fl its not just a plain agenda, in the eps that released till now, she makes a huge sacrifice for him if youre still watching that is. you still didnt give any exs for when shes being a hypocrite tho ;)
