Yeah he is, but it's still quite confusing how he got switched. In one of the special predator episodes Jae Hoon/Bareum revealed that he knew it was his mom who tried to strangle him, but from earlier episodes we already know it was Ji-Eun. So the question is did he know she's his real mother or did he mistake her for the woman who he thought was his mother.

Btw, isn't she the one who actually killed Yo Han by strangling him in the hospital?
No she did an attempt, but changed her mind. It's the government who murdered Yo Han so they could use a part of his brain to save Bareum.
