For some reason, after watching the recent episodes, I think neither of the twins is the killer. Seems like both got a traumatic experience from the previous church/orphanage. Most likely, the killer would be someone from the same church, and the twin who died knew about it or saw the murderer. He must've been threatened by the real killer - to hurt the FL.
This is my theory. The killer's victims were clearly the ones who opposed the church or looked into the crimes they committed. The first victim must be one of the workers from the previous church, and the detective who died (heart donor) must've dug deeper? Mr. Hong, the priest or someone related to them (church) would most probably be the culprit.
