It's very much possible that this camera wasn't noticed by Police at all, so they never noticed the missing footage. That's one explanation. This guy had cameras everywhere where Ji An was and he was always keeping tabs on her to make sure she would get help whenever she asked for it.
At this point, it's also very likely that Jinman is alive and has been carrying out this plan to lure out Bale from hiding. We were told in the first or second episode how there's also equipment for spy stuff (we see face masks in the inventory) which can be used to hide your identity should it be exposed.
