The seal was untrusted to CP, it's a military item and holds authority
If His majesty knew that CP lost it, he surely would be in trouble with his family (demoted , killed who knows) because the seal is VERY IMPORTANT
it used as faith/ certification , for military deployment ( as if it was his majesty himself that ordered the deployment : either he is present or not) In this case his is present so: very good it's like a double certification (if it was a true)
And in this case even if it's a fake one , there is still certification because his majesty is there (i think this is the part you misunderstood and think that it had no value)
The wrong thing would be: CSS forging a fake seal for deployment (starting a war , killing people while his majesty knows nothing) , while his majesty didn't commend a deployment. but it's not the case here. The deployment is commended by by his Majesty , it's been done ✅ and the bad people are dissatisfied.

i think you missed what is the use of the tiger seal actually.
Tiger seal holds the authority of Army's deployment/ His Majesty's approval about it
Whether it's fake or not, they commanded a deployment leaded by General Wan.
That's to say: with or without her intervention the Army is supposed to move to fight: in front of officials and his Majesty, so everything is good.
What she had done, just saved people's life (CP his family, his mother), because The Tiger has been stolen when it was in CP's care. If his Majesty knew it: CP would be in serious problem ( may be demoted or killed or anything) , and this is what the Stealer wants.
You should blame the stealer not CSS (though she was clumsy in saving people)
