I think he allowed Charlie to join the team because he sees his potential and temperament which is suited to be a very good racer, as compared to Dean because of the advice Alan gave to Dean. Alan trained Babe, so I trust his judgement on this.

In real life, alot of people don't get justice and even innocent people go to jail. They filed multiple cases but as there was no evidence, it didn't pull through, or maybe it was covered up due to the politician's connection. If you notice, the boys wants to do better and they hope to bring justice to as many people as they can. This ought to count for something.
