it's not that SY has never told her that he still loves her he clearly told her in previous ep that If she agrees to be with him he'll handle everything else and will love her with all his heart and but she didn't agree and he knows her situation very well what trauma she is going through he knows that she still somewhere value her family and don't have that courage to stand up for them yet and if he tell her about his past now she'll be shattered more than she already is regardless of the past he needs to know if she is still willing and want to fight for them in the present he is waiting for her to develope that courage and we'll finally get to see that after earthquake i really sympathies with both of their situation
honestly for this drama it would not be fair to judge it on the basis of few starting ep as it is 40 ep and the non novel reader might not be able to connect with the characters properlyyou need to atleast watch 12-13 ep to understand their situation than decide if you want to continue or not but ofc if are completely not interested in angst,slow burn,complex characters than you can decide to watch it or not after few ep

it's going to be turning point of their relationship they will go through a life and death situation ML is almost going to die and the fl will finally understand that it's no use to restrain themselves from being together she is going to stand up for her love we'll also see how the firefighter and doctor will go throught lot of suffering to save the people from this disaster there are going to be lot of emotional scenes in this 2-3 ep
