I am hopeful that there will be forgiveness. I am sure, that everyone in Hae An's position would have done the same. He saved his brother even though he knew that it was the person who had caused the accident. So this decision must weight a lot on his mind. Hae An deserves happiness too. I am sure that Tae Hee will realise that. They all deserve love and are hurting in different ways.
