From what i understood after reading the novel was there's a myth among the vampires that the golden blood of a person will attain its full power once they turn 21. So obviously that vampire would wait till Tong turns 21 so they could attain maximum power by drinking his blood. They require Tong's blood to gain more power and I don't think Tong himself benefits in any way from his special blood.
