I dont really get it, is he one of Xie Wei's people, or just a smart/stupid person trapped in the wrong place?
I think he mainly works for Pingan. as per the dialogue in previous episodes, where he was given the second half of the letter to deliver to court because Xie Wei was not doing his job in creating chaos in the court....
