She has everyone believing that the forehead mark is from birth and that she is the “fated empress” so she can get married to someone in power. And her family I think kinda wanted to replace her with the woman with the 7 mole because of the premonitions or fate or something of the sort, and then it was implied that she disfigured the 7 mole woman.
