Well when a crime is reported the police are ines who first come on the scene. They investigate the case full and then trasnfer it to the prosecution with all evidences. The prosecutor in charge can reinvestigate if he sees the need or to be sure that all the investigation is done correctly without any prejudice. Then the job of persecuter is to present the case in a court to convict the accused.
So 1. Police Investigation 2. Prosecution investigation (for high profile cases they are involved in doing a joint investigation with the police to make sure investigation is done properly. )

I have seen and and loved her in mad for each other, but to me she really seems uncomfortable with the character.
Spare me a second and think if they had said she is a newbie who is over enthusiastic like the female lead in from now on its show time then she would been so much more fun and all the odd things she does like hitting the main lead or suddenly becoming clueless sometimes will become understandable or even endearing.
Her actions as a senior who famously solves case is not understandable.
