It is Chinese censorship, they almost never show relationships between the students, just flirting or platonic. You will see in next episode how quickly they have done 3 years time jump (to adulthood) after starting the proper dating.
Anyway ep.18 for starting the dating in C-Drama is quite good actually, in my other favorite drama, A river run through it, the leads finally together in ep. 35 of 36.... I was really mad))
