Very much so.. he had 400 scholars burned alive and 700 scholars buried alive. He didn't want anyone from the past to be compared to him, so he ordered the burning of hundreds of books. He didn't want anyone to know where his tomb was located, so anyone involved in his burial or knew its location were killed! However, not much of that is talked about just things like: Being the first emperor of China. unifying ancient China, laying the foundation of the Great Wall etc.....
