I think the general LGBT community in Japan mentioned that they're not happy with the lack of physical intimacy shown because it sort of made it seem like queer relationships are somehow different from hetero relationships. They also commented that this proves that the crew still think displaying a standard amount, in a romcom, of physical affection between gay couples is unpleasing + would drive "non-BL" audiences away, and this is somewhat discriminatory. While I don't necessarily share this view, I agree that this is a valid take coming from their POV.

I think that line means "I said do not take actions on your own (without instruction)". But yes I agree the entire mess is due to the failed leadership among the superiors, mainly Ooki and his leading team thus ultimately Sakurama.
