It's totally understandable that different people perceive different scenarios in different ways, but with the phone and the video games, I saw that as more "we're actively hanging out and you're ignoring me to play on the phone/message Rin on the computer" and with the video games, Eiw was actively asking questions about the stuff they needed for the camping thing that they were heading to in the morning, but they were so busy playing games that they were mostly ignoring him.
I feel like it's perfectly reasonable to be upset that your best friend/soulmate is ignoring you to do other things while you're in the midst of hanging out. If Eiw was vibing on the bed reading a book while Cake was messaging someone or playing games with another friend, that's one thing - that's a nice way to just hang out while doing your own stuff - but that was not the case. I personally would be upset if I were hanging out with my best friend and she ignored me to excessively message someone else (i don't mind a message here or there while we're hanging out, but not the whole time while ignoring me). I wouldn't get mad and yell at my friend :'D but i might try to playfully pout and be like "hey y u ignore me" in a teasing way before getting sad and going quiet if she continues to ignore me for something else. She's done the same thing when i've accidentally gotten caught up reading something and missed what she was saying xD
I typed that small novel to say that I think Eiw's reaction is understandable, especially for the age he is.
in response to your last paragraph, i could see him clinging like that more excessively from the get-go because he only allows himself to do so when they're not in school. Because of people making fun of them at school, he doesn't feel comfortable hanging out with Cake there, so he feels like he has to get all his time in when they're away from school, usually at home o: idk it makes sense to me, but like i said, people see things differently

i really didn't read most of it as annoyed, more as sad and upset? and they were *actively hanging out* when Cake was doing these things. Eiw doesn't care if Cake hangs out with other people, but it's not cool to ignore the person you're hanging out with to constantly message someone else or play a game with just one person when there's another person there.

It's alright to not like a character, but there are better ways to put it that don't make it seem like the character is the worst character to ever character - people are welcome to their opinions but they're not required to be rude about it :'D but yeah, it's moving kinda slow right now so maybe give it a bit and come back? I saw it as Eiw being upset that Cake was ignoring him when they were hanging out, first to message Rin, next to play around on his new phone, and then when the friend was spending the night they played a game and ignored him when he was trying to ask Cake something :c He waited patiently for Cake to get done messaging Rin so that they could hang out and play checkers, but I'm assuming from the huge difference in lighting that it was more than the "hour or two" that Cake told Eiw to wait, and that's why Eiw ended up falling asleep.

Oh man this episode hit close to home with me :c growing up i usually only had one or two close friends, and my best friend that I always hung out with left to go to a different school. I felt very abandoned, like Eiw is feeling now that Rin (and the new phone) is in the picture. I almost cried a few times throughout this episode because man, i've been there. Someone who was my best friend for many years got busy with her new job and new coworkers and slowly stopped talking to me, even though we had spoken and hung out every day for years. I would try to start up a conversation, see how she was doing, but would only get a couple of replies before she stopped talking again, too busy for me. I eventually gave up. It was honestly really devastating and I had to unfollow/unfriend her on everything we were friends on because it really sucked to see her continue on without me. I've moved on now, it's been like 5 or 6 years, but goodness it still hurts sometimes.
I was really confused at the beginning of the episode xD i was like "hello? Eiw just passed the heck out? Why're they acting like nothing happened???" but then I understood o: if you think about it, Eiw just got over being sick, and then to not eat enough before having to run? They also didn't show us if that was the first thing he'd done for the fitness test. I don't feel like it's fair to jump to the conclusion that he's just a "weak uke" and write off the whole character. My current best friend would 100% get sick if she got soaked in the rain and then was cold and didn't dry her hair properly, and she also would probably get dizzy and pass the heck out if she hadn't eaten right after being sick and was now being forced to exercise. Poor Eiw really should've taken it easy :c
