I think first Eul Soon was the unlucky one so her family sought advice from the seer. The seer told them about the 2 apple trees. Then her father destroyed the connection between the two apple trees, made the necklace out of her tree (the lifeless one) and burned the other one.
[I think that's mentioned in Episode 5 by the 2 old men ghosts] (Im pretty sure they said it was a sick girl and didn't mention a boy and sje was also shown sick and in bed.)
After that the unlucky one seems to be whoever doesn't wear the necklace.
It is kinda weird that the seer's ghost tells Phillip that he was supposed to have died 24 years ago. I mean it wasn't his side that started turning the tables and the seer seems to have been punished for his actions [interfering with fate] since the sparks from the burning tree caused him too lose one eye.
