I don't know about other places, but in most of Asian countries, every child needs to present that document or hospital, school,... wont accept them. That's tough, just think about it.

In order for the adoptive parents/care takers etc. to register the birth certificate, they must first complete the adoption procedures at courts and, got accepted by government authorities. That's when they are trully parents and then, they can rightfully have a birth certificate for the kid.
So according to the law. this is still incest. Parents are parents.
