Frozen in shock is probably the answer. There would have been little they could have done. The thread was thin and would be hard to shoot (in order to break it). They likely wouldn't have been able to get high enough to cut it - The Guy would have just pulled the string up further. If they ran after him upstairs, he would have made the string be raised then ran away - whoever went upstairs to save him would be too late.

I think the Chief just wants to keep things quiet - they thought she was paranoid by saying The Guy was still alive. But I feel like there might be a deeper conspiracy behind it tbh.
The guy reporting on the team - he's doing it to get a promotion - to climb the ranks faster. He doesn't seem like he likes being the spy, but he might not see it as too bad a thing to do, in order to get said promotion.

See I thought someone could have gone to cut the thread and save him. But ultimately his death was needed for the story to progress - now they will hopefully be allowed to investigate The Guy and people will be forced to acknowledge he is still alive.

I've seen Playful Kiss, watched but didn't complete Love in Tokyo and gave Kiss Me a try (had to stop watching because it was badly subbed and I couldn't find a better subbed version).
Buttt I've seen the anime ♥ ♥ ♥ and read a bit of the manga too. The anime version was my first, and it made me love the characters right from the beginning.

♥ I love Goblin too but that's just my opinion.
♥ I'm a bit tired of all the Hana Yori Dango adaptations too. However, I do feel like, if they made another new Korean adaptation, that was modernised a bit more, I'd definitely watch it. Whilst I loved Boys Over Flowers when I first got into watching kdrama, I think the story-line is a bit too outdated for modern standards. I'd love to see a version where there is less um implied violence towards the main girl and maybe twists on the old plot-lines.
♥ I also agree that kdramas really focus on relationship building rather than sexual attraction. It's the main reason I haven't been able to watch Western shows. The Korean drama industry really knows how to make complex plot-lines, comedy and add sophisticated auras to dramas. I'd still argue that Chinese historical dramas are better in my opinion, as I've always struggled to finish Korean historical dramas - they are always too serious and angsty for me.
♥ I'd argue that She Was Pretty actually portrayed a positive message as in the end, he liked her for whom she was. I wouldn't shame plastic surgery either as I think it's the person's right to choose get it done. It's been looked-down upon for a long time and in a way I admire that the majority of Koreans have a positive view on it.
♥ Cliche dramas I think are a warm welcome after watching a very serious drama. Like after dramas such as Tunnel or Signal, a cheesy drama like Rich Man Poor Woman would be a good break.
