Yes, he was infected and since his purpose was always to keep the group safe, the story tells itself.
They showed that Eun Hyuk was infected when his nose bled (the blood had dark clots). I thought there was a possibility that he might not have died because those who have no desire to become monsters can move on to the next level of human evolution, especially strong-minded individuals like him. But since the actor is not in the cast for season two, it is likely that they will declare the character dead.
