I think it's trauma relating to her accident. She was knocked over a car. She went through a lot and it's her first time crossing on her own feet since the accident so PTSD is inevitable. She's not foolish, she's pretty intelligent and also brave in my opinion and that scene is not illogical at all. It would have been illogical if she was able to cross the road easily for the first time after all that she's been through
