I agree with NIP, k-noir movies are equally high octane Thrillers from start to end as Cantonese noir movies.

But when it comes to miniseries/tv dramas noir genre doesn't always deliver the hit {either bcs of the writing or length of the storytelling}

here is my go to example "rugal" could have been a banger only if the screenwriter had the basic idea of genre blend. The sci-fi n action genre got blended with elements of noir which failed to deliver the dark and gritty tone of noir genre. This kind of hybrid push leads to failure in noir genre which is believe is true.
