I don´t know in this area, but in Mexico city is earlier. At least open at 13h. Never at 14h. In Spain the restaurants and bars are usually open at 12h.

But México is not in the southeast of Asia. In a business you must to follow the mores of the country. And if I were there in your country, and I find the restaurant closed more than once, I never will come back again. That way they are losing customers. I know it is a show. But I don't understand why they do that.

What kind of hours are those for a restaurant? They open at 2pm!! And they close when they want? From my experience that is essential in a business. You have to have a good schedule and never close before, even if there is no one.

I mean, I hope Korean society isn't really so nosy and has so much influence on people's private lives to the point of destroying their lives. I hope it's not true that people can attack you on the street for your private life, and that they don't have any punishment. And I hope that a woman is not treated like this just because she has many partners. It is awful.
