Speculations, but are probably true:
1) Probably from In Sung. There was a tense moment between them in the last episode when they met at the funeral.
2) There was a drone recording at the time of the incident, and I think it's mentioned in around eps 6-8. Apparently it's illegal to fly drones there, so RSH decided to get footage from it.
3) YES! I really don't want him to be the culprit... siblings have a soft spot in my weak heart 🥲
4) Read (1). They probably had a physical scuffle. The question is, why was In Sung withholding it? If he was one of the kids at the HWC, he would've jumped at the chance to save them... unless he has another agenda.

But if he did and he was one of the kids, why wouldn't he turn over the evidence right away? I mean, he could've sent it as an anonymous tip or something and be done with it... I have other suspicions. And if RSH had to 'punch' him to get the evidence, what was the reason for In Sung withholding it?

Does it have something to do with motherly love? Some kind of extreme feeling of being wronged by his mother because she treats someone else as her son besides him? They're probably working together like they did before, except it was to escape in the past and now it's to take revenge. It would also explain why they let ATH die even though they didn't mean for it to happen.
Motives are really important, and the character's subtle actions help us narrow down suspects... If it IS RSH—I hope not—maybe the motive would be to sort of unite them once again in a twisted manner, aka them meeting in heaven or something. That was the feeling I got from the last scene of ep 9... I could be mistaken. I really hope I am. But the yellow paint... how do you unexplain that? The direction and position of the paint is exactly the same as the hooded guy in ep 8! If they're going to say that someone else borrowed his shoes, it would be none other than RSJ, EXCEPT HE WAS SEDATED AND LYING ON THE GROUND—
Also, all the jurors are somehow involved with either the Hope Welfare Centre or with one/more of the kids except Charles. He's too clean for this show. They haven't revealed his deets yet. I feel like he's probably one of the the kids too.
Whoever the murderer is, they're twisted and maniacal af. Gathering all the people who ignored/turned a blind eye to them(the kids) like sheep in a pen(the jury) and slowly getting rid of them, one by one, without worrying too much about "collateral" damage.
Lastly everyone says #24 died, but the body is never shown... that's k-drama 101: Body ain't shown, guy ain't dead. I have an inkling that he might be orchestrating things too. (If the body was shown, ignore this. I'm not too sure. I don't remember, and I don't have time to re-watch the episodes even though I want to 😔)
It's interesting how KSG maintains that neutral expression well into the drama. It really lets us appreciate the times when he does smile or laugh wholeheartedly. Im Si Wan is killing it!
And don't even get me started on Oh Mi Joo. Like, there must be a limit on how charming and charismatic and lovely one can be at the same time, right?
