Probably. Shi Ji may have just wanted to rule the 6 realms. She isnt as compassionate as THH, TYY and TRR. SJ still just want power, else she doesn't seem to have any solid motive behing creating all this chaos. Now that she her body back, she could have chosen to live a happy life in current Tushan, but nooo.. she wants power..
Ironically she is the most powerless at this stage..

Not at all, she is not at fault. She takes her responsibilty very seriously which is good for Tushan.
