Made zero sense. I spent most of this movie feeling like I was missing vital pieces of information.
Yeah... there are some really good Hong Kong movies but they also more often than not just take bizarre twists.

South Korea has both a President and a Prime Minister. The President is elected by the people and the Prime Minister is chosen by the President. The PM is in charge of the other ministries.
