Reviews are for when you watch the entire show.
Episode reviews are for each episode individually.
Moreover, in the past, people would delete their reviews when we tell them it is against the rules, so there was no need to take the extra work of disabling reviews. But now we do.
Hopefully, in a few moths we will roll in the new version, which would allow users to report reviews written before the show finished airing.
However, I don't know why you are angry? Even going as far as posting your complaint on someone else's review.
