We don't know yet but after the announcement Apo said "globally" on his ig story and Mile said "all countries". So I guess we just have to wait and hope it's true. Or at least not just on thai Netflix.

They did not say it was bl, they never say it was romance genre. Po said that if the characters had feelings they can't explicity demonstrate them in that period. The movie originally was 3h long and than it was published of 2h, so a lot of scenes we don't know were deleted. I think we should 1st watch it before saying that it's not worth it without an explicit romance.
