Well basically what happens in a lot of countries even today.
The military is using his power to create an infrastructure, they don't go by legal ways and all the process is corrupted. Tanwa's father society is the one behind the construction. Students are protesting because the people who live in the powerplant's area will loose their primary source of income: their lands.
The plot is mostly characters and historic context driven. How different social classes experienced a military dictatorship, the privilegies of the rich, the protests from students and left wings. The focus is not only on the gay men that couldn't live their love outside of shadows, but on the women stuck in a loveless marriage for this reason. I think we will know more about Tanwa's family in the next episodes. If he's just an happy human being or if he has some grey areas in his characterization.
This is the most interesting reflection I've read about Shine until now, the meaning of this series is so deep, I don't want to read only comments about which is the best couple... π
