It's probably not what the show intended and NN couldn't possibly know what the Empress is like yet but I took it as double meaning to being beautiful inside and out. :)
The gracious empress will love and nurture little Shaoshang. What she needs is this kinda motherly love.
Maybe it's my wishful thinking but I can already see a sign that NN is in awed with the Empress in ep 23 when she spoke with her like a human being and listened to her answer about her opinion and deduction from what she read then educate her without scolding resulting in NN didn't guarded her words/reaction and blurted out that the Empress is beautiful.
My opinion of her is not positive and no matter what she does now and in the future will not reverse it. :(
