He had the one half that coincided with Lee Lim's half so he was able to go back. Instead of constantly waiting in no mans land like Lee Lim did to pass the time, he instead went in and out which is why he was able to see Jung Tae Eul at different stages of life.
Nothing moves part was absolute bullshit but if we were to explain it, it was because Lee Gon was moving the pen himself. Holding and moving things work. But Lee Lim couldn't use the syringe cause the liquid had frozen in time making it impossible to compress.
