No problem! Yep, you can watch without an account. The only use of an account is having a like list and a watch later list.

Okay, I uninstalled and installed the app again to see what you meant and see if I can guide you. The first thing that appeared on screen for me was the privacy policy. You have to click the blue box where "同意する" appears. There are a couple of screens where you just have to click the blue box "次へ". Then there is a screen where a lot of words appear. They are content categories, like sports, business, movies... You can select them at random and then click "次へ" when the box turns blue (you have to select at least one). On the next screen you can select celebrities you are interested in, but can skip It anyway pressing "次へ". The next screen is for selecting shows you are interested in. You can skip it too. Then you have the option to create an account, but you can skip that option clicking "スキップ", as an account isn't needed to watch videos. Then, you finally have access to the shows. At least, that's how it went for me. I don't know if you had a problem with one of those steps, but it seems straightforward. It's difficult to say without being able to see the message.

Maybe it depends on the vpn you are using? It seems free vpn doesn't work on some Japanese sites. I use Proton VPN and that one works.
