Jin definitely get some credit for at least saying something. Honestly I also really want to know why he is friends with them. There are two reasons so far I can think of: 1 Out of convenient, so he knows he can't get bullied since Por comes from a rich family and therefore more likely other students would avoid causing trouble or 2 he is too afraid (or lazy or both plus peer pressure) to de-friend them when he has realized what kind of mindset they have.
I agree with your second paragraph. Jin's actions and reactions of the situations is a great portrayal of an average teenager's lack of knowing what to do and therefore hesitating a lot. I didn't think that far.

Jin tried to stop his friends, yes, but it kind of was half-hearted imo. He never really went trough with his actions or strong enough. Heck, he even let Tee and Top take Non away even tough you could see on Jin's face he felt uneasy about it. But he still let it happen.
