When the evil, hidden mastermind in charge of the whistle gang said that there is no way the Power Gang would figure out why he was always one step ahead, I'm thinking the Power Gang's leader's wife might be from the Northern Wastelands and has been playing the long game marrying him but secretly helping her people. I can't think of any other person for whom they'll never figure it out.
