Honestly I always feel that it's whispers that are the loudest. Especially in a situation like this. Example. You hear voices you normally hear every single day your immediate thought is "oh god they're up again." You ignore it tune it out hope they go away. You hear faint noises and whispers you get curious and you start listening more and more to what's going on around you.
