Kim Se-ui’s Threat Against Investigators — Legal Implications and the Need for Immediate Action

After remaining completely silent for over a month since September 30, 2025,
Kim Se-ui finally spoke for the first time on November 2 through his YouTube channel GSR.

Regarding the ongoing cyber-crime case against actor Kim Soo-hyun,
he simply stated:

> “We will not respond to every claim one by one — the truth will be decided in court.”

For more than a month, I, as the legal representative of actor Kim Soo-hyun, have repeatedly and publicly requested that Mr. Kim clarify two critical criminal issues.

It is an extraordinary and alarming incident, far beyond what could be considered a typical suspect’s remark.

Moreover, it came just days after the October 30 National Assembly hearing,
where the delayed investigation into Mr. Kim’s criminal cases and alleged political protection were formally raised by lawmakers.
This timing strongly suggests that his threats were a direct retaliation against the National Assembly’s criticism.

Through a public broadcast, Kim Se-ui explicitly targeted the Gangnam Police investigative team and officers—without naming them but clearly referring to those currently investigating him—
and directed obscene insults and threats at them.
His behavior raises multiple potential criminal liabilities, including:

Obstruction of Justice (Article 136, Korean Criminal Act)
— Using threats to interfere with lawful law-enforcement actions such as arrest or investigation.

Criminal Intimidation (Article 283)
— Directly threatening public officials performing their duties.

Defamation and Public Insult (Article 311)
— Publicly insulting and degrading police officers on a broadcast platform.

In particular, given that the specific Gangnam Police investigation teams (1st Division Team 8, 2nd Division Teams 9 and 13, etc.) and their individual officers are identifiable,
his remark—“you f***ing bastards”—constitutes a public insult and a clear threat intended to intimidate law-enforcement officers from performing their duties.

It is also worth noting that back on June 11, when media raised concerns over the delayed progress of the Kim Soo-hyun case,
Kim Se-ui publicly claimed that he “had not been summoned even once by Gangnam Police for three months,”
and even mentioned the name of a supervising officer, thereby undermining the integrity and neutrality of the investigative process.
That incident had already triggered significant public concern regarding the fairness of the investigation.

Kim Se-ui is a criminal suspect who has repeatedly staged press conferences based on fabricated evidence and false statements,
thereby committing severe reputational and psychological harm to one of Korea’s most prominent actors
and to countless citizens and international fans.

For such a person to now publicly shout,

toward the police immediately after a parliamentary inquiry,
is not a mere emotional outburst.
It is a direct challenge and threat to the judicial process and the authority of the state itself.

Some want to look like real heroes in the virtual world because, in real life, they can’t even stop to look in the mirror. No matter how chameleon-like they try to be, who they truly are is revealed through the words they write. Unfortunately, no matter how many accounts they create or how hard they try to prove something, they only end up showing that recycling the packaging never changes the content.

I have reason to believe that there exists a well-founded suspicion of corruption within the police structure, which has prompted the higher authorities to initiate an ex officio complaint. Such an action is likely to have a significant impact on all pending matters involving complaints against Kim Se-ui, including those arising from the complaints submitted by Kim Soo-hyun.

Upon reviewing the YouTube recording containing excerpts from the speech of the “God of Business” before the National Assembly, together with the journalist’s accompanying remarks, it becomes clear that the statements reveal and denounce the unlawful actions committed by Kim Se-ui. Furthermore, this s I think is an increasing tendency to frame his conduct within the sphere of criminal investigation, as his actions during the period of the martial law decree appear to constitute instigation to dictatorial violence.

It is indeed not the standard procedure. The transfer of the case to a specialized team may have resulted from a self-referral (ex officio action) by higher bodies within the police. Such a measure does not necessarily aim to finalize the investigations in the existing case file, but rather arises from the existence of a reasonable suspicion of corruption within the police structure. Depending on the outcome of the preliminary assessment, the case may either be retained for investigation by the competent specialized unit or returned to the team that had been conducting the initial investigation.

Lately, several official statements have been issued by Kim Soo Hyun, and certain pieces of evidence have been made public — only those disclosed with permission, as there is a substantial amount of additional evidence contained in the case file.
Let’s have a short overview of the case
1. The deceased’s message about a supposed relationship with KSH contains clear errors. It wasn’t sent to accuse him but to talk to a friend. These mistakes show the message was false from the start.
2. The KakaoTalk conversation shows that the man she was talking to never mentioned filming, while KSH was shooting Real at that time. If it were KSH, he would have said something like “I hope to finish filming soon to meet you,” not “I will wait for you” — indicating the messages are fake.

3. The photo of KSH attached to the messages was proven to have been taken in 2020, confirmed by the person who took it. His statement has now been officially recorded by the police.

4. Between 2016 and 2018, there is no evidence of further messages, photos, or any contact between them.
5. During his military service, there is only one letter — and it contains no reference to any romantic relationship. If they had been together since 2016, there would likely be at least a brief mention or reminder.
6. The alleged messages dated April 2, 2018, could not have been sent by KSH because he was in active military service, where phone use was not allowed. The proposed meeting dates also don’t match his military schedule, as he was on duty with his Division. Media reports from that period confirm this.

7. The deceased’s messages during that period clearly refer to another man. She wrote that she was disappointed she couldn’t reach him when she needed him — but KSH was in military service, without access to a phone, and couldn’t answer her.

So, it doesn't make sense to have sent him such messages. This proves she was speaking with someone else, and she was in a different relationship that was falling apart.
8. Her ex-boyfriend later stated that she had suffered domestic violence from her husband in the U.S., sharing also photos of her self injuries. This supports the view that she was deeply traumatized and saw suicide as her only escape.

Conclusion: Considering that Valentine’s Day had just passed (February 14) and she was alone after a failed marriage, it seems likely that she saw suicide as the only way out once again. Her family environment only deepened her despair.
By making public (false) recordings in which the deceased appears to be speaking extremely vulgarly, the family confirms that they were never interested in the deceased's condition and image.
I hope the police will complete their investigation and issue a verdict soon.
