For Ruler on MBC i'm on the same boat as you, MBC are spliting their ep even in their site, so it's okay for viewers.
Well, it's an interesting but useless debate when a great show is starting ! ^^

And how do you think of the drama's page on SBS homepage ? In the section "watch again" its writter, ep 1 on 170510 et ep 2 on 170511 ? The whole in 4 parts.
I think it's more 16 ep for the drama, but the TV version will have 32 parts.
It's like the taiwannese drama back then, they had the DVD and TV count version.

I think MDL should stick at 16 eps ( or 20 for that matter). there is no 4 eps airing on one week but more like 2 eps, in 2 parts each. Writting 32 or 40 is more confusing imo....

For Kwak Dong Yeon you should try Unexpected You, he has a small but memorable role in it as the younger cousin of the main siblings. He had there a strong chemistry with Min Hyuk (CN blue).
And the drama is in my all time favorite. I don't care its 58 ep, you won't get bored one second.

I think you can't really make a list of the TVA drama you need to watch in your life, because in fact, you should watch everysingle of them. from Queen In hyun's man for the premise up to Goblin with Another Oh Hae Young, Misaeng, Signal, Twenty Again, Liar Game, Nine, Marriage not Dating, the reply's, and so much else between....
In fact, imo, most of TvN's content are in highest quality than SBS, MBC & KBS'. Not because they have better writers and producers (they may be the same guys), but because they broadcast less dramas, so they are, i think, more picky with theirs choices.
I can't say they are all jewels (can't we forget the I Love Lee Tae Ri incident ? Or Ex-Girlfriends Club ?), but they often use new actors, new writers and it pays.

Conclusion ? Never turn down a TvN show bc of its rating or synopsis, it may be even more impressive than it seems at the beggining. (see : Goblin, Nine, Signal, Misaeng, Repy 1988, ....,) !!!!
