According to the novel the Empress was offering an award for solving the case after they got back from their trip but both leads didn't want anything so the next day she suddenly issued an royal degree along w/ getting rewarded for money/title that he also marry the princess who would be his concubine (side-chick as in not the main wife) afterwards the FL instead insists on divorcing him not wanting to disobey the royal degree but obviously the ML was against it so he went to the Empress again & told her he only has one wife which is the FL. The Empress got a little upset but was persuaded by the person whom is always beside her that she should just leave the matter alone & let them be together so she had no choice but to cancel it.

In the novel he tells the Empress he rejects the marriage since he only loves the FL. As for the divorce it's to protect her & her family from Lai Luo Zhi after he schemes to take control of the throne.
