Yeah, that's dumb. But I think it's a character flaw as the sisters seem insanely codependent. (I guess because their parents died. Maybe even in front of them)
It was the standard release practice for decades resulting in many great shows. Their momentum wasn't killed. But one doesn't have to go back in years. Just look at Succession, House of Dragon, or Loki. All immensely succesful and celebrated with skyhigh momentum, all only 1 episode per week.
Because in that week fans have the time to really talk about, and theorize and hype the show.
Which you could do as well, instead of being comment number 100 about how only 1 episode sucks and ruins the momentum.

I suspect it's a plan by the police to influence the opinion of the public against the vote and Gaetal (by seemingly killing an innocent cop and possibly endangering the public due to the explosion)

If they said it's a 10 minute drive, but arrived a lot later even after their collegues who started a bit later, then there will be likely a reason why. We just haven't seen it yet. The show always cuts away or is edited in a way that conceals relevant information.

Her dream is to become a reporter (the papers in her room). I somehow doubt she's involved. Despite some aspects, she seems to be a sweet girl, who is unsure about the killing vote.
- Kim Ji Hoon (Student): Has a brutal outlook ('only bloodshed will change sth'), got a drinking cup in the 1st ep while a similiar/same can be seen in the preview of ep 3 with Gaetal(?). But he is still a student around 18/19, he could be a helper but I doubt that he is the mastermind.
- Lee Min Soo (teacher/son): Secret chats as justice15 with someone named executor about beginning something and plans. Son of MJY. Very good with Computers (like Gaetal). Not much else is known so far. Could be a helper, maybe even the mastermind but I tend more to helper if he's involved.
- Min Ji Young (Assemblywoman): Shady and corrupt (Hacker attack), seems interested in the killing vote (meeting and survey). Was involved in the trial of KSJ and the killer/rapist of his daughter in some way. Could be mastermind, helper or target. But Gaetal seems to be male, so she is most likely not the one in front of the camera.
- Kwon Seok Joo: Connected to the killing vote. His phrase is used, 1st victim was involved in somthing in prison with him, is very intelligent, no faith in the justice system, seems to hate MJY during his trial. Is in prison so he can't really be the dog mask announcer, but he could be the mastermind. Using released prisoners to do his bidding. But are criminals really that trustworthy and intelligent enough to do that, when he has no way to control them from inside the prison. Seems doubtful. He seemed surprised when JH asked the other prisoners about his phrase. As the mastermind he should have expected it. IMO it started with him, is in large part about him, but is not actually involved in the killing vote.
- Joo Hyun: Protested for harsh punishment for her parents killer in front of KSJs trial (motive), is veeery good with computers (like Gaetal), has a strong sense of justice and even goes against her bosses (whistleblowing). Seems too knowledgeable regarding KSJ and his trial and it's possible she lied to KMC about that. But doesn't want her sister to vote. Was the one to reveal the preview-Gaetal video unprompted. The figure of Gaetal seems to be male in every scene and not female. So she could be involved as the mastermind but I doubt she's the one actually in the dog mask.
- Kim Moo Chan: Has no limits in regards to getting criminals their just desert (fake evidence, violence, fake assault...), has a personal connection to KSJ (calls him Hyung) and with that the murdered daughter. Has also personal guilt because the culprit got out and KSJ then murdered him. Plans to use the killing vote investigation to get into investigation HQ to be able to investigate a mysterious more personal case (possibility: killing vote only invented as a front to get to that level?). Could fit the body type of Gaetal. But exchanged some sentences with Gaetal on the phone.
Conclusion: It's still very early and we don't know a lot so far. From the mains I think KMC is the most suspicious. And I guess MJY is actually a target (by Gaetal, KMCs mysterious wish investigation, or both). My arbitrary guess after 2 episodes: Moo Chan as mastermind with Min Soo and/or Ji Hoon as helpers.

The ML is very different. For starters his name is Joo Hyuk and the brother of Min. He is also the opposite of KMC in behaviour as he is very by the book and not very flexible (which is why he is disliked by his superiors).
The two vote victims are also different people and KSJ has barely appeared so far and noone has really mentioned ties to his case so far (in the 15 chapters I read).

- I doubt that they killed the ML so soon. I guess he is going undercover? The black-hat-mask-combo shown in the preview could suggest that - Love the Killing Vote plot. It opens up a lot of questions regarding morality, justice and society/group dynamics. (I am also reminded of the Death Note scene where Light says to Ryuk that while everyone publicly denounces Kira privately they cheer for him. In this case many really do) - I enjoy how they show the public respond to the Vote by basically making it an event with bets and public viewing. - Love Park Sung Woong and his character <3 - While it has to be connected to KSJ, I'm not sure if he is actually involved. - The sisters are entirely too codependent - The habits of the FL kinda irritate me. That's why I'm not really invested in her. But her friendship with her computer-bro is cute and fun
Binged it in 2 days with barely any sleep. I was so caught up in it. It was a fantastic story, with some great acting (especially Liu Yi Jun, Liu Dan) and a very satisfying end.
There were tidbits of flaws or other trivia that I noticed (eg. the copaganda, especially visible since I watched a lot of kdramas which have police corruption as its norm π)
One thing I loved best was the response by the non-looping characters to those different events. With Captain Zhang as it's best example. It was great writing and acting of how different situations led to different reactions, moods and interactions by him with the main characters.
Also: Lu 'Apostle of Cats, Conqueror of Asthma, Chosen One of the Light' Di. Best Bean! <3
Not telling Sung-A anything was just really stupid and led to such an obvious complication. I hope that decision makes sense regarding the wider plan. If not it's just a lazy trope.
Otherwise, I really enjoy the show. Lee Sung Min and Kim Shin Rok especially.
