They dub dramas because actors come from different regions with their own accents. The producers want each person to be understandable, so they hire voice actors. Everyone speaks Chinese in China, while for some it may be their second language.
I still think the dubbing is unnecessary. I mean, they add subtitles by default and only 3% are illiterate. If they can't understand every part of the accent, just read the subtitles like we do.

The problem is the inhumane obligations in their contracts. Like I see for example actors in my country gain fat and nobody cares. But in Korea, this would be the end for them. No more roles, contract will end unless you go on a forced diet. Stuff like this is crazy there.
