Yes, it is, but they started to have feelings for each other early on, especially Yan Xing (FL). They show subtle actions of 'affection' and trust. However, due to personal circumstances and misunderstandings, the couple didn't come together until after half of the drama had unfolded. To be precise, they accepted each other completely in ep25.
