When I saw people saying "skip episodes 15- 19", I expected something terrible.
But once I reached those episodes, it became obvious what they meant: they only wanted romance scenes and got frustrated when the show focused on actual plot progression. Those episodes developed the characters, and deepened the relationship between the ML and FL in a meaningful way. During that time the FL saw through his acts to get closer to her. Episode 19 is where she reflects on what she liked about him in high school and what matters to her now.
"Talkative or quiet character is by his appearance, Childish or mature nature can't be judged so simply, His grace might just be because we had kept a distance, When getting close, anyone is just a common person,
Maybe the one I truly liked about him back then was not his cold elegance or mature demeanor but rather his kindness and gentleness which is superior to others. Despite the pain and hardships he faced, he chose to be kind-hearted. After hardships have passed, he still keeps his gentle nature. Then whether he is talkative or not, Immature or not, secular or elegant doesn't matter to me anymore."
(Mango translation above)
That is real storytelling.
It looks like some viewers judged the drama based on what they expected, not what was actually delivered. Everyone has their own taste, and that's fine. But calling it "bad" "boring" while ignoring its writing, world-building and character development doesn't reflect taste it reflects selective attention.
