The point is love has nothing to do with deserving more or less, people fall in love with imperfect people constantly... and I think Seojun's and Jugyeong's personalities match pretty well, if not like lovers, like very good friends.
I agree with you that she still has a lot of growing up to do, but she isn't 25, she's technically 16 at most, it's normal to be immature. She has very nice qualities, she's kind, persevering, funny... I don't see why he couldn't fall for her...

She expresses how hurt she felt, for what he said in the locker room and how cold he treated her the past episode, but he completely ignores what she is saying and acts all cool like "I'll protect you" or whatever... not even an half-assed apology or explanation!! And it seems like Joogyung is going to let it pass like nothing happened and her heart "fluttered" and that moment... idk but for me when a man completely ignores my concerns and doesn't explain himself after acting like an asshole I don't find it romantic... Idk... but it really rubbed me the wrong way and lowered my enjoyment of the rest of the episode...
