While I agree with you that many dramas do not have kissing scenes or require them, for example, love is beautiful or the princess weiyoung. The issue here is that they have such good (even great) chemistry but their kisses have been so flat or they go for hugs instead. It’s anticlimactic and a bit unrealistic to be honest hence why people are noticing it more.

Do they censor randomly? Similar scenes like this I’ve seen in YAMG. Also, Forbidden Flower had similar scenes.
