Deaf people can't hear themselves talk, they can't monitor how loud they are. I've seen a show and one of the sides were deaf, he didn't go deaf right away, but rather went deaf later on. He's not able to hear himself talk, and so he just doesn't talk, after a while of not talking I guess it just felt weird to talk, and maybe their voices are a little locked up
